When a cop attempting to track down a mobster arrives in a community named Laal Samundar by the sea, he is invited to meet Bahira. But Bhaira fights him, and the locals refuse to assist until an elderly man named Singappa comes to his rescue. The officer discovers that there are numerous dead corpses beneath the water, which shocks him. Singappa informs him that the sea was dominated by Devara, who, together with Bahira and other adjacent villages, would rob containers under the eyes of customs for Murgan and Tulsi without knowing what they contained because it was their livelihood.

However, Devrara discovers that the robbed containers included weapons and ammunition that might be used to create havoc, as well as being responsible for attacks on his town. Devara chooses to stop the looting and to let only Bahira and those to oppose him. Devara remains a guard at the sea coast, refusing to let anybody in. But one day, Bahira and others attempt to assassinate Devara and rob a ship, but Devara overcomes them all and has gone missing since.
